If you are receiving the notification that you need to update the target API level, Google has identified that the app is targeting an old version of Android:
Google requires all apps to meet the most up-to-date target API level requirements.
Update the app
Learn to update the Android App via the Branded App Settings page.
Make sure there are no outstanding requirements from Google in the Developer Console in the App Content section after clicking into the app:
